Here are some of the remarks made by "Repeal
HB1059" Petition Signatories:
 | This law is extreme double jeopardy. Why do we not make convicted
murderers or other violent criminals register? These people have paid their
dues. Leave them alone. If they are still threats to society, keep them locked
up, but placing them back into society, and then tying their hands prevents them
from becoming productive members of society and can lead to more problems. Once
they have served their time, and the judicial system has determined they can be
released, leave them alone. This law is nothing more than the legislature
kowtowing to the liberal alarmists at the expense of others who are less
equipped to fight back. It is a sham and it is despicable. Come on, our so
called elected leaders, have the courage to do the right thing. |
 | This law is an insult to all of the people of this state. Repeal HB1059
and stop the hysteria that this law is causing and stop wasting our tax
dollars on defending unnecessary lawsuits! |
 | Considering I am a victim of the disgusting men who take advantage of
women and children. I still strongly believe that the laws in Georgia are
completely ridiculous. My incident actually occurred in Georgia, and had the
law be more effective, it probably would NEVER have occurred. All can not be
categorized as the same. Non violent, first time offenders need to be given a
better evaluation, and should be given a second chance. My heart goes out to
those who have been victims of this unjust law. I am ashamed to say I am a
Georgia citizen. These laws really need to be changed. We are only creating
more hate. |
 | My husband, son and I are directly affected by this. Having to move to be
in "compliance" with the bus stop rule has caused a lot of problems for us. I
now drive over 2 hrs to get to work in Atlanta, my son had to change
schools...it has not been ideal. Making this provision apply to all offenders
is wrong, it should be done on a case by case basis. Some offenders have the
ability to not reoffend and that should be acknowledged without trying to
basically banish them from the state. |
 | This bill was initiated with a political agenda in mind. It will NOT
protect our children as it promises. |
 | Having every sex offender on the registry, without accessing the
risk-to-re-offend WATERS down the purpose of the registry and lets Predators
HIDE in the sheer numbers. |
 | Please consider how this affects everyone. Those who have paid their
dept should be allowed and encouraged to live productive lives. |
 | Implement Tier system and Categorize Low Level offenders differently. |
 | I think the new law is unfair to low risk people who are forced to be
on this list. I am a parent, but I do not feel it's fair to have all these
people categorized in the same way. It's ridiculous to put a child molester and
a rapist, on the same list as a teenager who dated an under aged teen, and ended
up marrying her, or other scenarios of similar natures. I agree a system of
classified degrees should be in place. Those who are truly a risk to our
children, should NOT even be allowed to go free period. THAT'S where the break
down occurs in my opinion. Instead of just keeping the really dangerous
offenders locked up, government is taking the easy way out, and bulking all
offenders together in one lump. How can intelligent people not see this? |
 | I personally think this law is ridiculous. It has put my father in a
terrible financial situation. He works and comes home that's it. He paid for
what he did and hasn't been in a bit of trouble since. Not even a speeding
ticket. All he wants to do is be able to live, work, pay tax's and be able to go
home and relax. |
 | The current Sex Offender laws makes everyone in the Family pay the
price. Most times the person is not a danger to Society. |
 | When will this nonsense end. This is a travesty of human rights. You
are trying to destroy the family unit. Wake up before it is too late. |
 | HB1059 is an atrocity and must be repealed. Catastrophic events will
follow in our society if this piece of legislation continues to its fulfillment
and enforcement. Please stop now and re-write prior to enforcement!! |
 | I have to make a stand for my child who loves her father very much
and suffers these humiliations because of something that happened before she was
even born! |
 | Stop making insane laws just to try to get votes. The people of
Georgia are not as stupid as you politicians think we are! |
 | It is time for rational thought rather than knee-jerk reaction to
keep all of our citizens safe. What group of people will face this same
ostracism because of fear, political aspirations, or lack of understanding? |
 | I plead with you to stop this further abuse of offenders and give
them a chance instead of setting them up for failure. |
 | I am in TOTAL agreement with this petition and thank you, author of this
petition, for your excellent work and service on behalf of sex offenders
and their families. |
 | Forcing these people to move and leave their homes does nothing to
keep children safe. Those that are law abiding EX Offenders will face chaos in
their lives and their families will suffer. For those truly dangerous
individuals, it will prompt many to go into hiding for lack of somewhere to
live. It will also upset the stability in their lives that is so necessary for
them to remain offense free. In fact, these laws will hurt many more children
than it will ever save. |
 | Persecution of RSOs has become the new McCarthyism in our country.
Please use reason, rational thought, and common human compassion in the
formulation of all our laws. |
 | This law is the worst kind of election year politics. What makes any
rational human being believe that being 1000 ft. from a bus stop, Church, pool,
or playground is going to stop an offender? If the parole and probation
departments are doing their jobs, at least we know where the offenders are. |
 | Makes me ashamed to be a registered republican. How can we be so cool
to the innocent people effected by this bill? And it obviously does little to
solve any problems. It is not even a good band-aid. Who is responsible for this? |
 | HB1059 is a good example of the ignorance of the Georgia State
Representative who presented it, and also of the members who agreed with it, It
shows disregard for the suffering of the families, and friends of inmates
convicted of sex crimes, regardless of the severity of the crime. |
 | Depriving registered sex offenders of the right to a home, the right
to gainful employment, and the right to worship is a cruel and unjust law. The
failure to distinguish between different degrees of sexual offenses makes this
law even more ridiculous. The intent of HB1059 is to displace and not
rehabilitate. |
 | STOP THIS INSANITY NOW! These are real people that are being hunted
like dogs. We even treat an animal better than this. What ever happened to doing
your time and coming out to be a free person??? What kind of people have we
turned into that we can't learn to forgive? God HELP us all! |
 | When do we, as offenders, get a second chance.? As a state that is
trying to keep families together and keep the dad's with the family, you are
tearing this family apart. |
 | Think about it...Our government puts people in jail to serve their
time and think of what they did wrong, where when they get out, they can put
their life on track, am I correct? How can you put your life back together when
the only house you ever owned, your are told to get out of. Or, the house where
you watched your kids grow up into adults. The house your spouse struggled to
hold on to, during the prison term, is being punished too, how is that fair, how
is that right? I would be more understandable if all these people were repeat
offenders, but they aren't! |
 | It is time for rational thought rather than knee-jerk reaction to
keep all of our citizens safe. What group of people will face this same
ostracism because of fear, political aspirations, or lack of understanding? |
 | This law MUST be repealed. The lives that are being torn apart DO
MATTER. The provisions of this law are unconstitutional and will cause more harm
than can ever be repaired. This does not just affect the SO, it affects their
wives and children, their property and their homes. I hope everyone out there
stands in prayer with me that this will be struck down. Not just the bus stop
and the church provision, but the whole thing. Punishment ex post facto is
illegal and unconstitutional. How can an Ex-SO lead a productive life if they
cant find work??? |
 | It wasn't as if lawmakers weren't warned that the bill could result
in unintended consequences. Dr. Gene Abel, director of the Behavioral Medicine
Institute of Atlanta, was one of several experts who went to the Capitol to
testify in committee against aspects of the bill. |
 | My Boyfriend has no conviction, he did his required time ordered by
the courts on a deferred adjudicated case. Now he cannot find work due to this.
I have MS, he has cared for me the last 2 1/2yrs, he is my appointed POA. He has
never harmed me in anyway. Your laws have ruin his life and for us to have a
future together. |
 | I don't need the state to parent my child. |
 | This law constitute the Ex-post facto of double and triple jeopardy
and it violates the constitutional rights of the individual " Sex Offender" Case
in point; my husband is not a sex offender, he is an adultery, he pick up a
female off Fulton industrial Blvd. took her to a hotel in the same area visited
by prostitutes and she lied about her age of being 18,she was not, 15 yrs and 7
mo. she stated in her statement that the sex was consensual. So why she was not
charged with prostitution. My husband has served time in county, prison and is
currently on probation, but he has lost everything. He is not classified as
violent, but they the General Assembly throw him into the pot of the same bag of
apples as everyone else. The Judge said the my husband could be around his
Grandchildren and have images, photos of them, but yet he has to register and be
subject to this indifferent to people who have or paying there debt to society.
My husband is not a sex offender, just and adultery. |
 | This law should be fully applied to ALL SEXUAL PREDATORS but most sex
offenders do not fall into this category and should not be so treated. As such
the bill should be repealed until such time as lawmakers can get it right if
that is possible! |
 | We have to do something to protect other than driving SO's
underground, which is what will happen with this bill. |

Here are some of the remarks made by
"A Call to Restructure Proximity and Notification Laws" Petition Signatories:
 | These laws are HARMING our children and society. These people have
FAMILIES! Where are OUR rights? |
 | I think to have this law remain in effect as now one of the people who
helped to write it and pass it had at the time committed the very offence he
was writing and passing this law about it should be declared null and void and
be repealed |
 | Laws written against sex offenders by closet pedophiles are an
embarrassment to the nation. Please get rid of any garbage with Mark Foley's
name on it. |
 | This sounds like a reasonable and good way and fair way of going about
things. |
 | Addresses the issue that sex offenders are not a homogenous group. |
 | As a survivor of this kind of abuse I fully support the ideas in this
petition. We cannot have laws that do nothing to protect children and further
victimize families. |
 | It is obvious by the downfall of Mark Foley, that these laws were created
for political gain and nothing else. 600,000 ex-sex offenders have suffered
because of people like Foley, Walsh, Sensebrenner and Lunsford. It is time for
this nonsense to stop. |
 | It is time for a restructure of a system that does not work and does not
protect children. Things need to change regarding the hysteria propaganda that
is given to the public. Let's get real! Most offenders are former victims
themselves. Let's start at the root and try to help these victims. There is
always a possibility of change. It is ridiculous to think offenders cannot be
rehabilitated. Stop with the lies and propaganda. |
 | Foley was more than flying under the radar, he was an out in the open
pervert, his crime: perverting the constitution of the United States of
America; exploiting it for his own gain and rise to power spreading lies and
untruths about sex offenders to get votes and using his power to convince a
nation that due process and ex-post facto laws are amendments that should
could be ignored. |
 | Only problem is with the addition of "intra-familial" to descriptions of
LOW-RISK and NO-RISK. My "victim" was a 44 year old man, and our relationship
was consensual. However, it was a crime because he was an inmate in a state
prison, and I was an employee. I consider myself NO-RISK, and my therapist and
PO consider me LOW-RISK since NO-RISK is not currently a label that can be
used on any SOs. I am also allowed to have contact with anyone of any age, by
court order. For people like me to be on the registry is a waste of taxpayer
money, and cruel and unusual punishment for me and my loved ones. |
 | These residency laws are only a false sense of security and does little to
protect kids. I am sick of politicians using kids and sex offenders as
scapegoats for their own political gain. These laws need to be reworked so
they do NOT violate constitutional rights that sex offenders DO HAVE!! Also,
the registry violates privacy laws and is basically a vigilante hit list.
People in Maine have died already due to the registry. These laws punish not
only sex offenders but their children and families as well, who should NOT be
punished. |
 | We will have lost the meaning and protection of our justice system, if we
continue to punish those who have in good faith completed every condition of
their sentence and treatment. We are condemning them & all their families to
hopelessness. We are sending the message to those still in the system that all
their efforts will be for nothing. |
 | Stop the insanity of the registries and truly help children by providing
funding for food and healthcare to the poor children of this nation. Those
numbers are growing daily while sex crimes are dropping. |
 | There has to be changes!! I am an ex offender and the ways these laws keep
changing scares me!! I was on Deferred Adjudication from 1994-2000 and
completed successfully! But keep paying the price not fare!!!! We need to know
that we can integrate into society and provide for our families!! Please help
us! Thank You |
 | It is time to end a witch hunt and take into concideration other inocent
lives. Those who live with the fact that they too are in danger of harme to
their homes anf their lives. The families, wives, children, parents of the
RSO's |
 | Why should my family have to be punished, due to the registry? My husband
is an RSO and his case is on appeal. It is not fair to all. It is not
beneficial. It is an invasion of my families privacy and could be detrimental
to all. It is not reducing crime rates. Something needs to be done or changed.
How is this fair to me and my daughter who is now only 2 years old? I want
changes. |
 | It is extremely important that the sex offender laws in this country be
re-evaluated and brought into compliance with the Constitution of the United
States of America! |
 | Please be aware that in Massachusetts... with a 3 tier classification
system, teenage consensual sex encounters are almost ALWAYS classified as a
moderate risk... which would be equivalent to your medium risk above. These
offenders, with no other crimes, are at NO risk, and should be specified
specifically under your NO RISK portion above. Also, leave out the Romeo and
Juliet scenario specifically, since many teenagers are having 'casual' sex,
not romantic relationship sex and would be excluded from your provisions above
on a technicality since they did not engage in 'romeo and juliet' love. Silly
I know, but we just battled this out personally under the same pretext in MA
recently. And these teenagers consenting with other teenagers are considered
'extra' familial and as such are always looked at as representing a higher
risk under the current classification guidelines. |
 | My husband has been employed at the same company for 22 years. The new
laws are making it harder for him to stay employed. And there isn''t an
abundance of jobs waiting for a 48 yr old man. |
 | One thing that is not mentioned is the enormous cost of enforcing these
laws and yet do very little to protect children. There needs to be a blanket
policy of definitions and research done to settle the controversial and
political issue about the science of Child Sexual Abuse. There are too many
myths and very little actual science. The hysteria is caused by misinformation
and manipulated statistics. If more people were informed of the cause of Child
Sexual Abuse, there would be less hysteria and then we would begin to have a
reduction in Child Sexual Abuse. |
 | While I do not agree with everything on this petition, I do believe the
entire registry is in need of a complete overhaul. Valuable resources are
being wasted by not following the original intent of the registry. |
 | Over twenty years ago I had an affair with my 15 year old sister in law,
consensual. Now I am listed as a "Violent Sex Offender" with lifetime
registration and reporting. After over 20 years of law-abiding behavior, not
even a parking ticket, I am now labeled as the worse of the worse. Wasting
taxpayer money watching me while individual like Mr. Foley of Florida is
flaunting the very laws he is supporting and passing. Who is worse? Me or Him?
Please repeal this law so that people who have made a mistake can again live
normal lives as productive citizens. Thank You |
 | The sex offender registration requirement for a specific "class" of
citizen is highly prejudicial, degrading, hazardous to personal and family
safety, and broad brushes all 'offenses" to one scheme. A tier system would
filter out over 90% of those presently on the registries as being unwarranted.
The sex offender registries need to be removed and reworked into a practical,
useful list. The current listings only paint a pretty picture that makes the
public feel good but has no benefit what-so-ever. |
 | This is an important petition whose time has come. our sex offender
registry laws are embarrassing to other civilized nations. |
 | When are we going to let people who have served their time for their
offense go on with their lives and live in peace. We do not treat DUI,
MURDERERS. DRUG DEALERS who I think cause more harm to our children like this.
America wake up I think we need to fear our politicians a lot more then you
think. |
 | Going to a Tier system which would remove all but the most dangerous
persons off the registry is the most important thing that we can do at this
point. It is impossible to determine who is and who isn't a threat to children
when you have a person on the registry charged with spanking a child one time
next to a person who has raped several women and children. |
 | I would like to thank Rep. Mark Foley for hopefully waking up the American
public and letting them see these laws need review and reconstruction. |
